Je ne sais pas si c’est toujours d’actualité car il me semble que le souci avait été rapporté à HP.
une Debian sans mot de passe root créé à l’installation et donc administrée par le premier utilisateur créé en utilisant sudo avait un souci pour installer le plugin car le mot de passe demandé était celui de root et le script ne prenait pas en compte celui de l’utilisateur ayant les droits sudo.
Trefix si mes souvenirs sont bons avait eu ce souci et à l'époque s’en était sorti avec

Ah ? ben visiblement oui c'était toujours d'actualité en version 3.16.11. Il me semble que c'est clair :
L'exécution avec les privilèges du root n'est pas recommandée et peu importe la façon d'y accéder :
Aussi clair que la roche hydrique, et valable pour hp-setup, je n'ai pas testé les machins graphiques.

sur une Debian ayant un mot de passe root en exécutant la commande en user donc il doit y avoir un problème (temporaire ?) des serveurs

Édit : dans le cas de ce message d’erreur les problèmes de sécurité sont alors présents également si on dit « y » oui pour installer le plug-in, il n’y aura pas vérification.

Il semble en effet que le serveur de clés publiques pgp.mit.edu n'a pas toujours envie de répondre !
Si le problème perdure et que l'OP se manifeste, on pourra toujours proposer la méthode manuelle :
L'alias keys.gnupg.net pointe sur le pool par défaut (Debian), imposer pgp.mit.edu relève du bogue.
