Bien donner l'option usrquota dans le fstab au fs devant supporter ces quotas.
Créer les fichiers aquota.user et aquota.group à la racine du fs monté
Activer les quotas :

Je comprends les mots mais pas grand chose au sens. Ce qui m'embête c'est que je l'ai déjà fait une fois.
Comme c'était pour un ou deux comptes utilisateurs occasionnels, je vais contourner facilement le problème (je suis en LVM) en créant un volume logique de petite taille pour leur répertoire personnel
